A third requirement is a procedure for disbursing the proceeds from the lottery. A percentage must go to the cost of organizing and promoting the lottery, as well as taxes and other expenses. The remainder is distributed to the winner. Potential bettors tend to be attracted to super-sized jackpots, which drive ticket sales and draw attention from the media.
